Consideration of context, purpose and behaviour: coherence with Part 3

Hillary S:

This article seems to start with the assumption that the system, its context, its purpose and its required/desired behaviour are already understood. Surely it should start by "looking out of the system" or "looking at the system from outside" and define the purpose and required behaviour of the system in context. Then and only then is the decompositional form of analysis described here appropriate.

This section should refer to and should be consistent with the "systems analysis" section in Part 3.

States and modes analysis needs to be referenced and possibly discussed somewhere - is this the right place?
